Dear sir/madam,
Actually there is a provision of law called easement act which covers your problem.First of all he is not allowed to have his half of his base of the pillars in your space which can be challenged by law.

U can very file a case for not to disturb your peaceful possession of your property by filing a declaration suit and stop the construction of the building if he has encroached your property even if its one feet or half feet.
