Buying partially built 3rd floor

I am contemplating buying a 3rd floor property, West Delhi (G+3) in bank auction . The plot area is 140sqyd while 3rd floor is build on just 45 sqyd. Can i extend the floor to full 140 sqyd after taking approval from MCD?n1) What all documents required?n2) Is NOC from other floor owners required?

In order to carry out construction you must comply with MCD norms and take NOC from other residents as well. If the property is a notified or be it a denotified DDA constructed building, you must adhere to the Policy and Procedure for permission and regularisation of additions and alterations Rule Book that has a mandate over MCD as well. if you get an noc from the McD then you do not require any other document to extend the floor. however the MCD noc is very difficult to obtain for such a purpose and extending your floor. kindly do not pay any amount illegally or on some promise by MCD.
