In your case, need some more information.

As per you, you are residing in gujrat as on date from 1974, so on the basis of your school certificate mentioning you are from Valmiki community, basis which your area MLA will give you the affirmation of the same on his letterhead.
After which you have to go to the Municipal authority/Registrar office of your district and collect the form and fill it for getting the same.

You will have to approach the Registrar of births and death in Ahmedabad itself..You will hve to submit the documents asked for which might include an affidavit.. once the documents are submitted you will get the caste certificate (Valmiki)from the Registrar(Ahmedabad).
