obc certificate permanent address and state of domicile

sir, since my birth i and my family living in jharkhand. All my schooling from jharkhand (29 yrs i m now).My obc certificate is from Bihar state.Recently i have to apply for the upsc exam where in the notification it is mentioned that obc cerificate should be from the state from your father belongs.I put the permanent address as jharkhand in the form and as i mentioned obc is from Bihar(dated 2015).Will it create problem that permanent addresss and obc address differ. In this case what will be my state of domicile. Jharkhand or Bihar

DEAR CLIENT...
since you have mentioned your OBC is from Bihar your state of domicile will be Bihar ..
no it wont create any difference if you have mentioned your permanent address as Jharkhand

As per your question you want advice with respect to the domicile certificate of State. The Domicile can change their domicile by leaving the jurisdiction of Earlier domicile with an intention of permanently residing somewhere else. This is referred to as a domicile of choice. Domicile Status Is necessary for Different Certificates and Concessions By governments. It is also Used for Admission to Education Institutions In India. In a simple way we can say that in a Domicile is a State/Region in which we have Residency. But your case is different. Domicile and caste certificate is two different things. Caste certificate can be issued where our ancestral residing permanently and domicile by choice gives you liberty to opt one domicile certificate of one State. finally, you can file an affidavit before the UPSC board and intimate him regarding domicile.....

See it is settelled principle of law that upon migration the caste of a person doesn't migrate your father is obc from bihar then even you all be obc from bihar and not from jharkhand irrespective of number of years you all have stayed in jharkhand
