You need to file a petition before the magistrate court within the jurisdiction of which the police station is covered, to direct the police to register the first information report within a timeframe. You cannot directly approach the High Court. Normally within a few hearings the petition will be decided.

sir, at first you have to check whether it is a criminal or civil complaint. for civil cases you are required to file a suit directly in the court and police dont have authority to medle in it. if criminal case u have to first make a petition to the inspector, id he is not taking action then you can approach superintendent of police (SP). still if there is no action you can approach court to direct police to file FIR it may take 2 or 3 months. there are few procedures to be followed before, kindly contact for more details.
