I purchased a 2bhk Flat. Owner made ATS and promised that once the registry will get open in the are

I purchased a 2bhk Flat. Owner made ATS and promised that once the registry will get open in the area then he will surely Proceed with my registry part. But Registry of this area is still close . Now Owner is saying me to have GPA. If I go through GPA , in future will I be able to convert it to registry on my name or my mother's name?

In this situation wherein an ATS has been made in your favour and the registry in your area is closed. Furthermore the seller is inclined to give a GPA in your favour, it is advisable to not to do so as it can effect your rights in that property in future.
