Property Purchase with GPA without paying stamp duty

One person has Property Purchase with GPA without paying stamp duty in New Friends Colony, New Delhi. He also got his GPA registered without paying stamp duty via illegal ways. What can be done in this regard to punish the VENDOR, VENDEE and Sub Registrar.

Sir it’s the rule that , first instrument has to be executed, then requisite stamp duty has to be paid on it, thereafter Registration is done.
More information is needed from your end pertaining to your Locus Standi i.e how you are concerned with the property.
A suit for declaration may be filed making all the above mention Vendor, Vendee and Sub Registrar as party. However more information is needed at your end.
