how to convert GPA into house registry

Hi, My father had purchased the house in 1996 (Mahavir Enclave part 1 new delhi) on General power of attorney . The house and GPA is on my mother name and we are living here from last 21 years and now I want to convert this GPA into registry. So please tell me what is the procedure . How I can convert this GPA into registry . In that case will I need to pay the registry fee or not ?
If the person who executed the GPA in favour of you is alive you can execute sale deed or register it with registrar in other way if you want to register all the documents pertaining to the sale /purchase along with other papers like receipt, agreement to sell or will make it register at registrar office by paying requisite fee or stamduty
