On a criminal case, who needs to notify the judge regarding an out of court settlement? The accused or the complainant?

U can settle ur dispute without intervention of court if offence is compoundable in nature means capable to be compromised. Once compromised, u can move application to court with a request to compound the offence and bring an end to the criminal proceedings.

Dear questioner, I've to tell you elaborately on this point. There are some cases which can be compromised and some with the permission of the court and other are non compoundable.
If both sides reached to the settlement and don't want to fight the case. Both of you jointly appear and tell the court about the settlement. However, if the complaint was an fir, then accused will file the quashing in the higher court. For more information you can contact me personally.

Dear queriest,
1) if there is settlemet out of court to the offences which are notcompoundable you can simply file compounding application to the concerned court and ask for the court permission to do so. Its at the discretion of the xourt to allow or to dismiss the application.
2) id the offence is compoundable you can file compromise in the court along with the statment of complainant that the compromise have been taken effect between the concerned parties and none wanted to pursue the case in future.
