can A file a private complaint against several accused directly before a magistrate, without going PS and SP office?

Yes you can file a private complaint under section 200 of Criminal Procedure Code against number of accused persons. If you file a private complaint, there is no need to visiting the police station for registration of FIR.

You can file, but, eventually, your Private Criminal Complaint will get dismissed for not following the due hierarchy, as before approaching a Magistrate, it is necessary to approach Superintendent of Police for either lodging of NC or FIR. And, if Superintendent of Police refuses to entertain your lodging of Complaint for either NC or FIR, you need to approach DCP of your concerned area.

You cannot directly file any criminal complaint before a judicial magistrate. You have to file a complaint with the local police station and if the police does not take any action on your complaint only then your complaint before magistrate is entertained.

A police report is not included. A complaint may be made orally or written to the magistrate under section 200 CrPC. The magistrate will hold an hearing after the complaint is submitted and decide whether to give cognizance.
