How to file a criminal complaint with the magistrate regarding fraudulent withdrawal of money from banks.

The first and foremost approach to this is to lodge a FIR with the concerned Cyber crime police. They will register the FIR and investigate the wrongful withdrawals.
In the event of the police failing to register the FIR Only then we can file what is called as a PCR seeking direction from the Magistrate to direct the Police to investigate

Dear Sir,
First you have to lodge complaint with Cyber Police and if no investigation is done and no FIR was issued then you can approach Magistrate by filing a private complaint under Section 200 of Cr.P.C and get summon the concerned culprits.

By perusing his query it amounts to clear cheating to the bank to cause wrongful gain for himself and wrongful loss to the bank. Hence complaint has to be filed against him for the offence of cheating before the jurisdictional police with the copies of all relevant documents. If police have not filed Charge sheet against the accused then aggrieved part can file a private complaint before the jurisdictional magistrate u/sec 200 of crpc, give sworn statement marking supporting documents.
