When I go to Police station and give my complaint written on paper, I get stamp and signature of the officer. But, I do not get any complaint/reference/docket/inward number.Shouldn't I have one? Can I ask for it? If the office denies to give, can I complain to station-in-charge?

Yes, you can ask. If you haven't got the Reference no or Inward No or Docket No, it simply means, that, they have not entered your Complaint into Police Diary and they have not done so, it means, they want to skip from their responsibility of either registering NC or FIR.
