If the passport authorities agrees then you can draft a affidavit regarding the name change and get it notarised with the notary public in the court. It will be written in the affidavit that Veena and Beena are the same person having the Aadhaar Card Number as follows. For more legal assistance I am just a call away.

Hello Sir.

Whether your mother had her name as Veena in any of the Government ID card ??

If yes, your mother may make a gazette publication with the following contents and it may help you:

I hitherto known as Veena alias Beena W/o_____, R/o_____ have changed my name and shall hereafter be known as Beena.

Feel free to contact for further enquiries.

In that case you must approach the passport authority to get proper instruction as what to do in such a case and in that case you can also get an affidavit done which reflects that your mother's name is Veena and not Beena if required you can get it published in the government notification that is also a process.

You can't change it either, because most of the institutions and boards do not allow any alteration in 10th and 12th marksheet. the most you can do is appointing a good lawyer andan affidavit made and attested in the name of your mother, that her actually name is Ms. Beena, however inadvertently the same is reflected in your marksheets differently and both are the names of the same person i.e., your mother.
