How to file a complaint against fake SC certificate

I have relative who is in general category but he made fake sc certificate in Punjab and got post of Punjab govt job as teacher. At present I have no proof to expose him because he made certificate around 30-40yrs back . Which department will find his certificate as I know only his name, father name, village, land khewat no . Nothing else details. I want to kept my identification secret. What is legal way to expose him . His also used same sc category and getting good benefits. He belongs to village of Sangrur Punjab and now. Lives in Chandigarh.

We can file RTI to the concerned deptt. with details and particulars you have to get the certified copy of the Documents on which basis he/she got job and avail the benefit of reserved quota ,., complaint can be file after obtaining document alongwith strict proofs which prove that he/she belongs to General Category ,.,.,
