Permission From Court For Passport

Hello, I had applied for fresh application for passport at Malad , Mumbai. I have a criminal case against me pending in Andheri MM court. Accordingly i have been told by passport officer to get the permission from Andheri MM court for passport issue. What is the procedure to apply for same in court.
The government has the power to deny or revoke a passport on reasonable grounds, such as in cases where an individual is involved in criminal activities. However a mere pendency of a criminal case or a proceeding cannot be considered as the only reason to deny the request to obtain or renew a passport.
