Belong To Schedule Caste But Certificate Not Provided

Sir my father have certificate of schedule caste but when i ho to obtain my caste certificate from district office they are not providing my certificate becouse of my surname is Sahani anusuchit jati organization given a notice to the district office that Sahani surname is not under Schedule caste .. but sir they provide certificate to Mallah surname and Mallah or Sahani is same but different surname my relative surname is Mallah and they obtained their certificate from district office but because i have Sahani surname so they are not provide me certificate

Secondly, on what basis your father was granted the caste certificate? in which year?
Thirdly, we may need to write formally to the DC and make him/her understand about the situation with evidence as to why Mallah/Sahani is the same surname.
