Does a university give only migration certificate

Sir ,I passed out b.sc from monad university Hapur in 2014 and I was university campus student, University only gives me migration certificate university said that they could only give me migration, not leaving or transfer certificate to take admission in MSBTE, Maharashtra. My question is:- 1)is All Indian university only gives migration certificate if you are from campus? 2)if university could't give TC or LC then am I eligible to take admission in MSBTE only on the basis of migration certificate.
It Seems that you are not aware of University Scams .Most of these Private Universities which includes your University Name too are involve in Fast Tack Education .They are giving Backdated Marketeers with the help of few agents.If any student completes any course from a University s/he gets Mark sheets, Migration, Character Certificate,Provisional Degree and a Degree Certificate .If you have studied in University in genuine manner then you can claim for the Degree which a University is bound to provide you within 180 Days of your final year result declaration as Per the UGC Norms.You have full right to sue to get your degree in High Court Territory which has your University Jurisdiction.You have to produce all documents such as your admission card payment receipts copy of marksheets etc. for the Claim of Degree Certificate.
You can take admission in any University without Degree Certificate by your marksheets and Migration also, but remember they should be genuine .Every University cross verify student educational record.Even if you take admission and obtains any degree by any forged document you will be liable against all criminal proceedings against you.
