Can college sue you if you don't pay fees ?

Am pursuing BTech and I got a tfws (Tuition Fee Waiver) seat. Sem 1 got over but I cant cope up… If I want to dropout will I have to pay whole tuition fees now. Also do I need to pay for the rest 3 years too if am dropping out?
I have paid my other fees like Exam fees and Development fees... Can college take legal action if I don't pay tuition fees ?
The college will follow the procedure what’s written in the prospectus and will move accordingly. They will either waive your tuition fees or ask you to pay some amount however I would advise you to write a letter to them officially stating that you are unable to cope up with the syllabus.
