Can a government employee give guidance on You Tube

A person working as Class I Officer in Income tax Dept.His mother is running a YouTube channel.He wants to upload videos giving free counseling sessions /guidance videos.Is there any restriction on this being a government servant.Is it a violation of service conduct rules?

There is no problem for uploading videos on YouTube for guidence But he can upload videos after taking written permission of his superior for avoiding future troubles. Because big designation comes with big responsibility. free guidance is very good idea but reasonable restrictions of service should be followed.

As per the reading of the Central Civil Services (Conduct) Rules of 1964, Rule No.15: Private trade or employment which says that: more specifically sub-rule No.1 (f)(iii):

Subject to the provisions of sub-rule (2), no Government servant shall, except with the previous
sanction of the Government:
(f) participate in or associate himself in any manner in the making of
(i) .....; or
(ii) .; or
(iii) a privately produced media programme including video magazine.

Therefore you might to need take sanction of the Government before running the counselling or guidance videos. Therefore consult the department before going ahead of this idea.
