Issues with Clothing Manufacturers

We have given our manufacturing order to an enterprise on 3rd April. They have promised us to give products in 7 days.
Today we are sitting at 25th April still no products has been received.
The manufacturer is saying that we will return your advance amount. But we wasted more than a month with them.
There is one issue that we didn't make any official contract. All the conversations happened via WhatsApp.
Just wanted to ask can we file complaint in consumer court ?
yes first tell me your location to determine court jurisdiction. Secondly you can definitely file a case in consumer court . Have you made any payment or do you have any receipt for it .

Yes we can prefer a complaint before a consumer court but before that we can send them a legal notice in order to caution them before initiating the case before the consumer court. You can reach out to me so that we can start the process
