A traffic notice of February, shows pending in court . Are courts open now..we have to be physically present in Tis Hazari court

No , you dont have to appear physicially in court.
Nowadays challans are disposed off through virtual courts.
You can check them on the official website and can pay the fine online if you wants its disposal.

once the court opens Lok Adalat which are held regularly from time to time there you can settle your traffic challan
Or are you can simply choose to file an application once the court opens with the court of competent jurisdiction in your case Tod hazari court

Visit a court. If your challan is pending, you'll have to pay it in person. If you receive a challan and do not pay it on time, the challan is sent to court where you can settle it.
