guardianship certificate for minor child pension

from where a guardianship certificate can be issued to a natural guardian (biological mother), where the mother got remarried and seperated with no issues for a 12 yr old child to get his fathers pension .
District Judge of the local jurisdiction where the child resides has got power and authority to issue guardianship certificate in case of deceased guardian. Although mother becomes the natural guardian of child on the death of father but one need to be appointed as guardian to have some pecuniary gain. take my services.
