Procedure to obtain legal guardian certificate for passport

We have one girl near my home Mother died Father run away when child mother died chile take care of grand father and mother and also uncle We appley for Passport they ask to produce legal guardian certificate WE need help regarding about this issue
Only a court can grant you legal guardianship. You have to file a petition in the District Court stating all the relevant facts and praying for a legal guardianship certificate. Please contact your local lawyer.
