If you already have a court order which restrains him to obstruct your property then file a contempt application. A contempt is punishable under provisions of CPC and if you don't have a restraining order, you can file a suit for permanent injunction before the Civil Court.

Send the copy to the police authorities showing them the restraining order to get help meanwhile.
