Apartment/maintenance issues in Bangalore

I belong to a 10 flat apartment, it is been 4 years since the apartment is built. There never been an association set up by the. builder considering, it is just a 10 flat apartment we did not bother as well. So far few people handle the maintenance of the apartment by collecting money from everyone. But now those few people started putting rules like who can enter and exit the apartment (even though they themselves do not follow it). I want to understand what is legality behind this. Can the majority of people in an apartment join together and enforce some random rules they like onto others. This looks very illegal to me. And also out apartment does not have OC(occupancy certificate), as one extra floor is built more than the regulated number (In Bangalore most small apartments are built that way). So in case if we have to form an association, is OC required for it. Even if we form an association what is the legality of an association to set up random rules on the owners.

First of all please note that there are 1.Karnataka ownership flats Act , 1972 2. Karnataka Ownership Flats Rules, 1975 3. Karnataka Apartment ownership Act , 1972 4.
