It varies from place to place. As a general rule one has to obtain building permit from the local body i.e. Panchayat/Municipailty/corporation. Kerala is too sensitive about wet lands, ecologically sensitive areas, coastal regulation zones etc. So if the land comes in any of such area or close by, it is better to obtain NOC from such authorities.

In ordinary parlance, only one permission required. This is the approval of the building plan from the local Municipality or Panchayat or Corporation. However, this could be different if a multi-storeyed, especially high rise building is proposed in a metropolitan city.
