Can I take any legal action against share holder in property matter

This sale I'm itself is. Illegal in as much as the shareholder can have sold only his share in land and not the entire land. You'll have to file a suit in the civil court having the jurisdiction of this property against this particular Shareholder and the person to whom he purchased a property. You'll have to seek an interim relief from the Court that no further third party rights are created during the pendency of the matter. As far as the second issue of sale of road is concerned, that can also be clubbed in this suit and you can seek enforcement of your easememtary right.

You can move an application for cancellation of sale deed before court of competent jurisdiction and simultaneously you may also file a complaint case for registration of FIR against your share holder. In all these proceedings you have to give concrete reasons for delay of about 9 years.

You can file civil suit for spacial relief act and also file 133 crpc suit in sdm court for stopped your way and air that act is illegal no body can sold property which titles are joined without partitions

2. Is it house or empty land?
3. What is the relationship between you and the person who sold it?
