Being contractual employees your terms and conditions are governed by the contract executed between you and employer. However, the employer is always bound to pay remuneration in time. If the employer fails to pay you may serve a legal notice to the employer for payment of dues. Thereafter you may approach the Labor Commissioner for suitable remedy.

Sir, as it is aparent from your query that your job is on Contract basis so it is essential to go through the terms of your Contract in order to suggest you a remedy. But most apt remedy for now is that you can give a written representation before the head of your department seeking relief for payment of 4 months salary. You can also lodge a complaint before the internal complaint cell if you do not receive any reply. This is the preliminary step that you should take as of now.

Write a detailed representation to the department along with a copy of the letter to the Department of Education and the concerned Ministers. Im sure the representation would work, however, if it does not you have no other option but to pursue civil remedy against your department.
