Ex employer not providing Experience/Resignation letter

Post serving Notice period, ex employer is not giving Resignation/experience letter due to a security violation during seperation.
1) is this correct?
2) Any way out of this? So to show my experience to new company?
if you have worked in company and notice period is also served by intimating them still the employer is not ready to experience letter you can send one legal notice to the company and ask for the remaining salary and experience letter.
