What is the criteria for OBC NCL for government employees

My father is group A officer with salary of 16 lakh. But he was a direct recruit into group B post and was promoted to group A after 40 years of his age. My mother is non- working and my father's salary is the sole income. Do I come under Non Creamy Layer?
