Eligibility for non creamy layer OBC certification

My caste belongs to the State OBC list, my dad was a group B job holder in state government before the retirement. He joined as group C and later he got promotion in his 48th year, then he got into group B category. He had income from salary before retiring was 8.4 Lakhs but after retirement his income is less than 4.5 Lakhs. Our family consisting of 3 members - Father - (retired) but getting pension, mother (house wife) and me student. In my state the creamy layer has been raised to 8 lakhs and above. Now please suggest whether I am eligible to get OBC certificate or not.
