Dear Client,
I cannot give you the detailed answers to your question as there are still some facts need to be clarified. However, to clear some questions in your mind, I will answer your questions in chronology.
An IO is a person who has been assigned by the head of Police station to investigate your case. It could be the SHO himself or he can appoint someone from his police station. The name of IO is usually written at the end of FIR and from there you can find out if that ASI is IO in your case or not. Further you can write yourself or through your lawyer letter to the Superintendent of Police of your District informing him about the threats and requesting him to change the IO. if you still need further clarification, you can approach me through LawRato. Thank you

No, women cell officer is not the IO of your case. IO is only appointed in criminal matters. She can not threaten you in any manner. If an FIR is lodged against you rhen only a police officer become IO of the case. In your matter there is no IO appointed.
