An IO is a person who has been assigned by the head of Police station to investigate your case. It could be the SHO himself or he can appoint someone from his police station. The name of IO is usually written at the end of FIR and from there you can find out if that ASI is IO in your case or not. The I.O. are appointed by the Station house officer (SHO) of the Police Station as per matter wise. Lodging of Criminal case is different from other criminal proceedings in Woman Police Station. If you think that the Investing Officer is not conducting the matter properly, you can file complaint against IO with SHO or other Senior Police officers. However, Please be sure nothing shall change, even if the IO is changed. Police is the same.

No, women cell officer is not the IO of your case. IO is only appointed in criminal matters. She can not threaten you in any manner. If an FIR is lodged against you rhen only a police officer become IO of the case. In your matter there is no IO appointed.
