Hello, I want to ask that how to marry a Russian woman in India who comes to India on a tourist visa.

Since you are a resident of india. You just need to get married as per your customs in india and go to registrar marriage of the district where you live and where the marriage is solemnized. Fill the form after hiring a lawyer over there who can get the things simple for you .You need to have one witness from both sides. You also need to carry photographs and marriage certificate issued by temple /or invitation card .The witness should be the one present in marriage ceremonies, he or she can be even a close friend.

You can marry any foreigner who is adult by age. You need to decide the customs and rites by which you want to marry. So make a decision and go for marriage. you need to get that marriage registered at DC office of the district. You can call for more details

Marriages between persons of different religions fall under the Special Marriage Act, 1954. The pre-requisites and the stages of the process are given below.  You can start the process when she is in India. 
Pre-requisites for marriage under the Special Marriage Act 1954
i. Neither party should have a spouse living at the time of marriage.
ii. Both the parties should be of sound mind, capable of giving valid consent, fit for marriage and procreation of a child.
iii. Male should have completed the age of 21 years and female should have completed the age of 18 years at the time of marriage.
iv. Parties are not within the degrees of prohibited relationship
Three stage of a marriage that is covered under Special Marriage Act are:
Filling the application form with the required documents,
Submitting completed application and waiting out the notice period,
If no objection is made to the Notice, you both will appear before the concerned registrar on the date of appearance and the marriage will be solemnised.
