As per your query the property can be transferred in the name of any of the blood relatives being mother father son daughter grandmother grandfather by way of gift. Stamp duty as on date for the gift deed is 3% of the current market value of the property as mentioned in the Ready Reckoner.
In the event the flat is jointly owned by the siblings the same can be transferred by executing Release deed.

The stamp duty and registration charges vary depending on the relation you have with joint holder. If he or she is a spouse or son or daughter then the charges are less. But if the joint holder is Father or mother or brother or sister and you want to transfer the property then stamp duty and registration charges are different. The value of the flat and that of your share in it for the payment of stamp duty and registration is calculated on the basis of ready reckoner published by state government.
