Legal action on builder for the faulty construction of building

Dear Sir, I have purchase flat in year 2012 on 3rd Floor, we total have 16 flats in our building 4 flat on each floor. From the day one we are asking builder to repair terrace but he is not responding. Flat members is also not ready to go by legal ways against builder. Now today top floor flats are observing sleepage in their flat and they are saying that we will repair terrace by our own all expense will borne by all flat members whoever dont give contribution will not allow to enter in terrace. I have already discussed with them advise them to go legally but they are not ready Kindly suggest.
you can go to the consumer court against the builder but i am not able to understand your problem as your problem is against the builder or the society persons because they are repairing because of there expenses

Dear in your matter u have to give legal notice to builder.but gor that all members ready for same and no one can stop u for use any part of building because u r part of society and its your fundamental tight
