What is the legality of occupation certificate

I just want to ask to u that if occupation certificate is not their then who is liable for that owner or occupier if any supreme court or high court judgment pls provide me
Assuming you are talking about Builder as owner here the liability will fall on builder. Supreme Court judgement in the case Faqir Chand Gulati vs Uppal Agencies Private Limited will provide answer on this.
