University charging huge amount for rechecking of papers

Jntu Anantapur is charging 10000, rs for reverification for 1 subject .With a condition if individuals marks increase 15% then they will refund 8000. If marks increase 14% they will not return single rupee..so can I file case against such university for charging huge amount..And what is the procedure?
