Sound Disturbance from neighbour at the middle of night

A neighbour plays radio at high volume at the middle of night. Already contacted local police station but they could not help. What should I do?
Is your neighbour mad or what playing radio at high volume middle of night night. The only way I think is by filing 144 and 107 Crpc against him saying peace and tranquility is being hampered by that particular person.
