Police not giving lost certificate report, what action can i take?

Hi I lost my passport on 5th February . I lodged a police complaint on 15th February 2017 in the Chandanagar police station of Hyderabad. It has been more than 2 months since then but the police is not giving me a loss certificate or signed copy of the loss complaint. When ever I visit the police station , the police harasses me and tells me to come later on. Because of this I am unable to issue a duplicate passport. Please suggest me what legal action I can take, can i approach the court so that it instructs the police to issue me the signed copy of the complaint or the loss certificate. Please suggest me any legal action that I can take as the police is continuing harassing me

As you say that the police is not looking into your grievance, report about the loss of passport immediately to the Passport Office (PO). Also apply for "Re-issue" of passport at your nearest Passport Seva Kendra (PSK) and submit the required documents along with your passport application form. Apart from this, I would like to add that presently, the people are applying for Police Report through Mee-Seva Centers by paying certain service charges. Your complaint will be sent to the Police through online by Mee-Seva Centre(s) for further course of action. The concerned Police Station will physically interact with you and verify the information furnished by you and approve for issue of Report. You have to go Mee-Seva Centre for collection of the Police Report which is Digitally Signed after a week days. Since this process is cumbersome and time consuming, the people are facing lot of inconvenience to obtain a Police Report for the document(s)/article(s) lost/missed. By keeping in view of the above scenario, Hyderabad City Police have developed and implemented a Mobile App "Hyderabad City Police-Lost Report" to facilitate easy issue of Police Report to the Citizens in respect of loss of Documents/Articles. With the help of this App, you can directly file a report to the Police online without going to the Police Station or Mee-Seva Centre. The Police will register all the details furnished by you through the App and issue a report which is Digitally Signed online within 3 days. You can download the report issued by the Police into your mobile. Further, a copy of the report will be sent to your registered email-id. This App is helpful in saving your lot of effort and time.

Process to get Police Report through this App:

1.Download the App, first into your mobile.
2. Register yourself in the App for enabling you to report to police online about loss of passport.
3. After entry of all the details, you can submit details and get receipt of confirmation into your mobile thorough App and also to your registered email-ID.
4. A Nodal Officer, in the rank of Addl. DCP Crimes will receive your complaint.
5. The Addl. DCP Crimes will designate an officer to verify the veracity of your complaint and will approve or reject the Report.
6. If approved, you will immediately receive Digitally Signed Police Report through App & Registered Email.
7. If rejected, reasons for rejection will be received by you through e- mail.
8. Time required to issue/reject report will take maximum 3 working days.

You must take legal assistance by engaging an expert advocate for issuing legal notice or issue letter even in your name to the Higher Police Authorities when Lower Police Authorities did not evincing any interest in the matter. You must issue issue notice stating the facts to the Higher Police Authorities describing everything crystal clear that you lost your Passport and you lodged a complaint before the concerned police station and police authorities did not take proper action or at least they did not issue any not traceable report. You must send the copy of the notice to Higher Police Authorities addressing the notice to the concerned police station like Commissioner of Police Cyberabad Police Station limits, Deputy Inspector of General of Police, Home Minister, the Registrar of High Court etc., Then with in few days the concerned Police Authorities will take immediate step without fail without harassing you. Because the Higher Authorities will open a case file and the concerned Police Station authorities will answer the Higher Authorities on the complaint placed by you.

please send a complaint against the authorities to the local vigilance department and the local superintendent of police administration department and appropriate action would be taken upon the concerned police officials
