I am a government employe and govt. is not paying my medical expenses.

Sir I am SK Gupta , works as a clerk in the municipal corporation of aligarh . last year i got heart attack and i requested my institute to pay my medical bills as per the policy of government but no action has been taken till now. when i ask about it in my department they tell me about fund problem . i want to know what actions i can take to get my claim ASAP ?
you can move a representation and if the same is not decided then you can move to high court seeking direction to get your representation decided and under these circumstances the corporation do pay the required bill as if they will not decide the representation within time frame by the court then they are likely to be prosecuted for contempt of court
