How To Get A Death Certificate For Missing Person

My mother went missing from 2004 till now she is untraceable. Lodged complaint FIR and court. How to get death certificate of her.
as per law if a person is not found for seven years or so then it is considered that the person has left for heavenly abode and declared dead and an order from court is passed thereafter with that order one can go and obtain death certificate from municipality
