Clarification regarding reservation in Panchayati Raj Institution

Respected Sir/ Madam In my village panchayat there are 2 reserved seats for SC,ST. one for each category. According to 73rd constitutional amendment there should be one third reservation for women in panchayats. So in my village those two seats has been given to SC, ST women every 5 year. And men from these category had never been Contested election till day. Even though if they contest in general category there are very thin chances of them getting elected. Because vote share these two communities is less than 5% compared to other categories. So is there any chance of men from these two categories contesting election from SC,ST categories may be on rotation basis as there is only one seat for each category. Please suggest me how I can go further.
