Can Civil Court pass a stay order on High Court judgement

I have two questions:
1. Can a Civil Court pass a Stay order on the High Court Order?
2. If there is one case which is going on in one court, can the opposite part put an another case for the same in other court?
Civil Court can not pass the stay order against the high court order. I am not acquainted with the facts and matter of the case but if the cause of action and subject matter is different then susequent suit can be file. Here nothing to worry, by filing an application in District court both matters can be club together by the order of district court
