Kul kayada 43, section 84 c land need to regularise without penalty

My land is under kul kayada 43 and it's sharat bhang happen in 1983 and now I need to sale the same land so what should I do? I went to sale so tahsildar ask me to pay 50 percent of valuation money to government to regulize kul kayada land. The sharat bhang happen before 34 years and the landlord selfly went to tahsildar to regularise land . Is there any notice from supreme court to regularise this land without penalty ?
You need to obtain the permission of the collector as per the provisions of the Bombay Tenancy and agricultural acts. After that you can proceed with the said sale.
