You have to approach your area Tahshildar office and apply for Legal heirship certificate in the prescribed form along with death certificate of your father. You have to furnish details like Ration card No and surviving daughters and sons. After getting Legal heirship certificate you can apply for name change in patta. You can arrange a family meeting to share the land among your siblings with the guidance of your family elders. If any of your family member disputes the arrangement you can file a partition suit.

File a Declaration suit before the city civil court for obtaining legal heir certificate, for that you need to obtain a certificate from concern tahsildar and then file a petition before the court with help of an Advocate at your place.

Sirji u have to engage ab advocate and ask him for sucession certifucate. U had to give him extract of the proerty card and the death certificate oringinal along with the names of legal hairs. He vl file a suit in the civil court and publish notice. After the order of the court u have to pay a court fee to the court and court vl give u sucession certificate. After that u have to give it to the concern authority who matain the record of rights.

In order to obtain for legal hair certificate you will have to apply for the legal heir certificate to the Tahasildar of your Taluka along with death certificate of the person and an affidavit or else contact a lawyer in District Civil Court to get it done. Before answering your question, one has to see what is purpose of succession certificate. If you want for claiming any movable or immovable property of you parent I the city of Mumbai, you have to file Petition in High Court or else such certificate could be issued by even Tahsildar also.
