If you only wanted to check the reality then for this purpose you need not to file any PIL. You just file the RTI to the appropriate authority and I am sure you will get every thing which you wanted and if they failed to reply then only approach the court.

Definitely a PIL can be filed to check these type of incidents. But do you have enough evidence at hand? Else I'd advice you to kindly file appropriate RTIs to get the details from various authorities.

The information you have provided isn't sufficient to give a proper response. Be that as it may, a PIL cannot be filed to check documents submitted in the UPSC. You can try and file and RTI for the same but I'm not sure you will get an adequate response to the same. If your main grievance is with regard to your non-appointment, a better idea is to approach the Central Administrative Tribunal.

Yes definitely its a torteous liability of the people who are getting involved into such sort of activity,Therefore a writ petition can be filed in this context and a inquiry commission can be set for the same through the court.
