Builder took advance for purchase and now not entering into agreement

I have paid Rs.3.5 lakh as advance to a builder for purchase of a commercial room fixed at a price of Rs.10 lakh. But after repeated requests he is not entering into any registered agreement for the purpose and just asking for complete payment. What option shall I adopt ?

You have not clearly stated at the time of payment of advance what type of document/money receipt was executed. If there is any document of advance payment then you can send legal notice and also lodge FIR u/s 420 IPC. And finally you can file Civil Suit asking the builder to get register sale deed.

Do not make the full payment without entering into a legally binding agreement. If the builder refuses to enter into a legally binding agreement then you need to ask for your money back. Do you have any receipt for the payment already made? If yes, and if you want your money back then you can take legal action against the builder.
