How to recover money from person who is not giving it back

I am victim of fraud duped by a passport agent who had his office in Govindpuri, New Delhi. He took a total amount of Rs. 9300/-, out of which Rs. 7500/- were paid by card.The agent took the money on promising me to help our passports getting issued within a month.However,he neither did it, nor has been returning my money.He along with his wife ran the office.I have visited his office multiple times in hopes of recovering my money,but he was always missing.Initially his wife was present who used to cry crocodile's tears as to how they were in deep trouble,and the guy used to go to Kanpur for some reason or other.Now since the last one month,both are untraceable.I have the receipt of the full amount he gave me, along with the transaction slip of the card payment with bank passbook records.The card used was my father's with his consent of course.I have managed to trace an address in Kanpur belonging to them along with the wife's photograph.What else do I need to do to recover the money?

The amount is trivial in terms of the fact tjat in case you plan to initiate a civil legal action, you would incur more costs.
However, i would suggest that you approach the police and file a complaint against the persona nd hia wife and give them all the particulars and copies of the documents.
Its also possible that the police may not be prompt in it as the amounts involved is too less but one should not let ho of such crooks as it gives them inclination to do more. But this is the cheapest option available with you.

If you are willing to spend money then you may very well initiate a civil suit for recovery against the persons along with criminal complaint to pressurize them.

You have to option to get recovered your amount. Firstly you have to file a suit for recovery before the civil court and you can also institute a criminal complaint against the wrong culprits for their deceitful acts and cheating.

The Hon`ble Supreme Court in its recent landmark judgement gave an opportunity to lodge the complaint u/s 420 of IPC and you just need to file an FIR against the person who have taken the amount from you as they have also not performed the action that they have been agreed upon.

First step is to file a criminal complaint against him in the police station u/s 420 IPC and get FIR registered. Alongside file a suit for recovery of money under Order 37 CPC. The proof of transaction done by your father's card shall work as primary evidence.
