Tenant asking for NOC for permanent address for passport, is it legal

Flat at NOIDA has been given on rent by the Landlord. Tenant has approached the landlord for NOC for showing the subject Flat as Permanent address for him and his family members staying in the flat for the purpose of Passport only. Can this NOC be misused by the tenant or is giving the NOC by the Landlord in order?

Legal fact is clear. A tenant is not a permanent resident of the house rented. A landlord can't accept his tenant as a permanent resident. Hence he should not give permission for the permanent resident as the tenant may misuse it.

Though it's legal,it may be misused.So mention in your NOC clearly for what purpose it is being given.Also mention if misused , a strict legal action shall be taken.All conditions under which the required NOC is being given must be specified.
