Who gets the pension of a sick person

I have a sister who is suffering from memory loss.she just got retired from govt job.she is staying in our house along with my younger brother who is looking after her .she lost her memory such a way even she cannot sign. Presently we are two brother alive. I want to know as the sister is sick, the amount of retirement benefit and the monthly pension who can use or it can be decided equally by two brothers.plesse let me know the rule.
Your sister is alive with memory loss. If she is unmarried first parents are her natural guardians. If parents expired brothers will become her guardians. To get her pension benefits medical certificates to be submitted. You are only Guardians of her and not entitled her monthly pension. You have to decide who will become her guardian to look after her
